Yes you can do all of the things you asked as for how much you can get the alarm for thats up to your bargaining skills. For the tail gate/bed cover trigger I would would recommend a sealed magnetic switch. If the frozen hinges are a problem you could use a aux channel on the alarm to power small heating pads. Personally, when shyit starts freezing i am moving

but the cap covers the sand bags which protect the snowboards

The best protection I could think of is getting the locking tonneau cover that fits over the tailgate, an alarm on it, and reversing your tailgate handle to the other side of the tailgate.
