get him a 2 inch leveling kit, and with the 07's it will not need new shocks, the 1.5 doesnt quite level it out if that is truly the goal, if he does want a slight rake then 1.5 will be perfect. Or if he wants a real aggressive look get a 2.5 inch leveling kit with 1 inch blocks in the rear and it levels it out with just a touch of rake and also gives the truck that nice slightly lifted look.

is your dads truck a 4by? if its 2wd i would highly suggest new shocks, and yes, i agree with cherry a 2" kit would be perfect.

Keep in mind the taller the level kit, the more prone it is to wobble issues. I'd hate to see you spend money on a gift for him and have him have a problem. Do a search, a LOT of guys have had issues with the coil over fronts with a level.

Personally, I'd get him the 1.5". Would give him room for a bigger tire and almost a level stance with just a slight rake. Remember, he's gonna need an alignment after the install as well...

I have a 2.5" and I can tell you that it looks awesome but the wobble is really annoying.
