Cut-Out Crack Down
I have a cousin with an 08 Ram 1500 QCSB 4x4 who just took a transfer from his job in upstate NY to NJ to avoid being laid off.
Upon registering his vehicle and going for his state inspection, he was failed and cannot obtain his registration until he rectifies the reason for his failure. The reason: he has an exhaust cut-out!
He was handed a leaflet by the inspection shop and sent me a scan of it via email. It states the following:
Every motor vehicle propelled by an internal combustion engine, shall be equipped with a muffler or silencer, through which ALL exhaust gasses will escape into the atmosphere, so as to reduce as much as is practicable the noise which might otherwise be caused by the escape of said gasses.
The operator of any motor vehicle shall not use any cut out, fitting, or other apparatus or device which will allow gasses from the engine to escape into the atmosphere without first passing through a suitable muffler or silencer device.
Any violations shall be punishable by fine and in default of the payment of said fine it will be the discretion of the local magistrate to impose a sentence.
He was told by the guy who performed the inspection that a good many states are going to begin to enforce laws already on the books or currently have bills up for vote regarding the use of cut-outs.
Just a little heads up for some of you guys in inspection states who have or are thinking of getting a cut-out...

Damm laws lol. I have heard that nj Is a strict state about auto laws and things. Hard to mod you truck with so many laws down there but its just what i have heard. Good thing my in inspection isnt do till august.
I don't even know when I need to go in for emissions lol, I gotta check and hopefully it's soon so I can plan accordingly lol
I don't get it though. How does it not pass emissions if the cut out is closed? Exhaust is going through the muffler and out the back so how does it not pass? Can someone clarify please?

Here in NY the law is if there are no leakes before your catalytic converters you pass. There is nothing about even needing a muffler as I passed my Silverado with a straight pipe as well as my 98 onte z-34 way back when.
NJ on the otherhand. They are a bit more strict. Sounds like he needs to have a slip joint so he can slide in/out the cut out for annual inspections. that'll fix those F'in clowns.
