Two ways it will pass, if they don't see it or you are friends with them. Otherwise take it off, get it inspected and put it back on.

Pa is F'd up .. with all the emission crap.. I live 1 mile from the Butler county line in Cranberry. Im in Beaver county. I need emission testing but 1 mile up the road doesnt.
Either test everyone or dont do it at all. I would say remove it as most inspection stations are by the book with all the crap they have to put up with?

They are not legal here in PA. Just ask the guy and see if it will be a problem. Maybe he won't care.

Put the plate back on it and tell the guy that you have it on there for use at the track (unless you welded the motor peice on that is) and other than that the plate stays on it, in other words DONT say its an electric cutout.

Plate or not... they won't pass it. Try to go to a place with a big fat guy that won't want to lean down and look underneath. Avoid the skinny little tweaky guy, he has too much energy.
