Yeah, you need to call where you got them. Functionally, I think they are fine, but they should have never gotten out of the factory without being marked as BLEMS and sold at a discount.
If you didn't get a discount for blemished tires, I'd raise hell with the place...

All tires have a manufacture date code on them. They put it on the inside of the tire most of the time. Like 4207 would be the 42nd week of 2007. This is the tire rack link.

Mine have the same stuff along the tread patter/outer edge(1st pic), but nothing towards the wheel like in your 2nd pic.

they matched the tread depot price ($156 each) and gave me mount and balance + a 4 wheel alignment all for $805.they said their normal price was $230 a tire

Sounds like the tire dealer was a car dealer at some point.

Maybe they are blems and that is why they gave you the discount?
