Default new cooper zeon tires problem - pics inside

i got these new cooper zeon ltz tires 2 weeks ago and today i put tire gel on them and when i was doing that i noticed areas on my tires that have a bumpy blisterd looking rash on them. is this common with new tires? does it go away over time? next question = does it take time for new tires to absorb the tire gel stuff? after i put it on it seemed to soak in and not stay shiny in areas.

What kinda deal did you get ? looks well to be honest not normal how ever w/out bubbles ( big ones) and cracks tire failure is non existant, looks like they sold you blems. Thats a name they use for anything from batteries too tires, usually cheaper than retail.
