Decoding VIN i cant help with. From the pics I cannot tell if you need to bondo or not but if you do and need help I would hit the bondo and fiberglass forums.
Unfortunately, we do not have a body or sheet metal section here.
As for getting the head liner out, you have to first remove the A, B and C pillars and the the headliner will come down.

Never had a problem with their paint matching. The spray can works great. Read up on their aerosols, they have a very fine mist.

Make sure you only put the bondo on bare metal, will not stick to any paint or primer.
And from looking at the pic,it seems like a good size, the best way to go is with a air sanding board. At least 12"-18" in length at least.
If you try to sand the bondo by hand,it will look worse then what you have now lol.
Start with 36grit to knock it down fast and gradually decrease going to 80 then 180.Be prepared to put it on and take it off a few times to get it right.
Use a good building primer on the bondo after to fill in any fine scratches.go from 80grit to 220g,then finish sand with 400g or 600g before paint.

Not sure about the fixing part, but if you are painting, I recommend www.touchuppaintonline.com. I got paint there twice to paint my fender and spoiler and they matched perfectly both times. I think it's about $20 for a spray can of OEM paint
