Is there not a pressure switch on the power steering that raises the idle speed? If there is you could wire in a parallel switch to raise the idle during the colder months.
Might be worth considering an e-fan install if your in colder climates as it will hardly ever run, the clutch fan can then be removed, which may help the temps stay higher by reducing air flow through the engine bay.

Tuner may be the only solution, unless there is a way of tricking the throttle body of the accelerator pedal potentiometer with a resistor or something similar?

my 05 hemi stays about 800rpm until the temp is at a 1/4 them drops to 600 untill 1/2 is reached then idles at 500-550
get a remote starter, them you can let it run for about 5 mins and it should be at about 1/4 temp
if it uses the outside temperature probe to gauge the "cold idle" then you might be able to put a switch in with a resistance for lets say -10C, just thinking out loud here
