Broken Horn!
I have an 06 1500 Hemi, My horn does not work, and their is no fue or relay for it. I replaced the clock spring with a factory one from dodge. No dice. Can anyone help me?
There is a relay you need to look for it, not a fuse!!

There is no relay for a horn in the power module, their is no relays at all, just fuses. Fuse 11 is not for the horn. I checked it and it was fine. I looked on the the cover of the power module box, and found no indication of a fuse for the horn. I looked at it like twenty times to make sure I am not missing it. Im lost. I even looked at both repair manuals for '05 and '06 ... nothing

Did you download the manual I suggested and look at page 1674. I cant post pages of info but it is specifically for the horn and what/how to go about trouble shooting it. Other than that, thats all i got. Sorry.
I have the same issue, but the horn is stuck in the "on" position. I've replaced everything to rule out the relay. In our trucks, the relay is NOT under the hood in the fusebox! It's a solid unit located behind the instrument panel and unfortunately can only be replaced by a dealer because it will also need to be reprogrammed.
My truck is going to the dealer this week for this exact issue! Took over 2 yrs and all those other items to rule it out. Replaced the horn pad & airbag, replaced the clock spring & even replaced the battery twice! My mechanic got "inside" the computer to find out what was going on & got this information for me. Be sure to have your's checked as well so when you go to the dealer they don't "f" you over thinking you're an idiot that they can take to the cleaners,
