I can't say anything about lowering, other than Eibach is a pretty well-known brand, so I'll let someone else chime in there.
Pretty much anything is better than the stock shocks.
The price for that powerstop kit seems a little steep. Does anyone know where to get the Brake Motives anymore? Their ebay store has been out of the 06-09 4x2 RAM rotors for quite a while now.

Just noticed you had an '05. Try these instead: BrakeMotive

cant help much on lowering information but one thing you might want to consider is swapping out the vacuum booster and master cylinder for a hydroboost and M/C from a CTD truck so you can have more room between the pass side engine valve cover AND better braking at the same time
It's been awhile since I've done my brake research, but I'm pretty sure they start with the powerstop blanks, then slot/drill/machine/plate them in-house. They are sponsors on many big forums (maybe here?), and I've never read any bad reviews on them. I've also seen threads on a couple forums where they have gone way out of their way to make things right when something had gone wrong. One way or the other, the rotors in your OP are just expensive for what you are getting, IMO.
