I wasn't sure if it was a part of one of these mods or something that involved cutting a wire. It is pulled out more then normal so I could take the picture, but even before I did that is just seemed to be seperated away from the other wires. Not strapped together with the rest of the bundle.

By the way, the wire is orange, but does not have any factory labels on it that I have been able to see. The end has what looks like a piece of heat shrink covering it. Nice neet job as far as that goes.

I hit it with the test light and it doesn't appear to have power.

Probably something the previous owner had wired up in there considering you said its not in the harness.

But I would imagine there would be a hot and a ground there if that was the case... Unless that orange was hot and the other side is disconnected...
