They are suppose to do all that. It comes programmed with the VIN of the truck. I called and they said it would be shipped out today which is 24th. I hope it works this time.

Have you checked the condition of the major wire harness connection block? On mine it is located behind the plastic rocker panel on the drivers side. I went through a similar problem solving adventure years ago on an old 5.2L Dakota I had, turns out the connector for one of the power wires from the dash to the engine compartment had rotted away, and became very intermittent.

Disconnect the battery and drain the system before you pull it apart

Did anyone along the way verify that there is no water in the fuel system or fuel tank??

Well,

I was just thinking, and didn't see it mentioned, but I sort of made a assumption that ASE Certified Mechanics would have looked at that as one of the first things. Hope this helps the OP, He's dealing with a REAL PIA situation.

The fuel system is good. New pump twice, tank cleaned twice. Northside mechanic's are certified and they went over the wiring from bumper to bumper, inside dash, etc.... They even called in electricians and Dodge manufacture. They all were leaning on the PCM. Because the PCM is under warranty, I am receiving another one. UPS says the PCM will be here tomorrow. After getting the truck back it did run good except for starting, now after it starts lugging, up hill or around a curb, it starts jerking, like the power leaves and then it quits. Sometimes it will stall and then start back up and sometimes you have to put your hand over the TB to get it started. Two days, he ran it and it didn't stall, miss or nothing. Put the 4-wheeler on the truck that is when it started doing that more.

I am so ready to run the cobwebs out of it. lol May have found another thing that may be wrong with the truck instead of the PCM being bad. Key Switch ) It powers it all. I think I will commit myself to an asylum if that has been the culprit all along. Please come visit if that's it. The PCM will be here tomorrow, I hope.

You know, the one thing I didn't see in your list of replaced parts was the idle air control valve. If it's sticking closed, the truck won't start.
