If you know what maintenance is or is not up to date perhaps you could list it here for others to give some suggestions. Agree on the limiter as well.

When my Charger had this simliar problem due to the previous owner, it cost me about $3000 to finally get it fixed, which boiled down to having the lifters replaced.
SOOO...as everyone has said, change your oil, run it for about 1000 miles with SeaFoam additive, then I'd change it again. SeaFoam works in gasoline as well as just straight into your oil. I'd suggest BOTH in your case.
The rev limiter, I don't think, has ANYTHING to do with your actual issue. The car is simply protecting itself from...well..you.

A blocked/clogged converter is almost always the end result of another problem such as fuel injectors dumping too much fuel, bent valves not allowing piston to compress and ignite gases or coil polug not firing in a cylinder.
clogged converters are from significant heat that cause melting and raw gas from unburnt fuel.
I would check your DTC codes. These don't pop up your Check engine light and are "hidden" from cheap and older handhelds.
Does a red lightning bolt pop on when this all happens? If so, your Throttlebody could be the culprit and means it would need replacement. ALOT of Cold weather climate owners have experienced icing and irratic throttlebody issue's. I'mn talking subzero climate though such as Canadian owners.

I had this happen yesterday. When it started it sounded different and then it would not go above 2000 RPM's. I turned it off and started it again and it seemed fine. Called CAA as it is the original battery and they came out and tested it and said the battery was fine, but overcharging. Advised me to take to garage. It has never acted up before.

When did you first experience this symptom? Has it become more frequent? If so, is there a certain set of circumstances that you notice when it happens?
If the issue can be duplicated for a dealer service dept. it would help the diagnosis process moving forward.
