Default New lifters not pumping up?

I just recently had my 4.7 engine rebuilt and from the beginning I have had what the shop said was a noisy lifter that has not pumped up yet. 1700 miles later they have replaced the noisy lifters but I still have the 'ticking' sound when the engine is under load accelerating. The engine was completely rebuilt. What could be causing these lifters to not pump up? Is there a method to getting the lifters in the 4.7 engine to pump up either with different oil or driving style? Could it be something else that is making this noise and they just misdiagnosed it? (FYI, I am not too impressed with this shop that did the rebuild so I do not necessarily trust anything they tell me.)

A leaky exhaust manifold can make a sound like a bad lifter...

Default Procedure for pumping up lifters?

I just had an exhaust manifold leak fixed that was leaking. This sounds more like a 'tap, tap, tap, tap' when I am accelerating at around 2500 to 3000 rpm. The timing chain and all of its components were suppose to have been replaced as well when the engine was rebuilt. Currently I am just driving as I normally would with 10w-30 in the engine. Curious to know if there is a procedure for getting these lifters to pump up if in fact that is what this tapping is?
Thanks for the replies.

hydraulic lash adjusters, in the past, were rec'd to be soaked in oil before installing.. primed, if you would.. they do stand a chance of not filling and clacking about, but not for as many miles as you've indicated.. I've heard horror stories of folks having installed brand new lifters who didn't prime them, and having to reenter the engine to ****** them out of there..

if they are in fact not charging, you would likely be experiencing some performance issues you would notice.. the bestest thing you can do to determine if this is the case, is to pull the covers and attempt to depress the lifters by hand.. if you can budge them, then they are likely deflated.. if they are deflated, the springs have been the main rebound for the valvetrain.. if that is true, then the lifter(s) are likely spent..

the ticking could be several things, and all in the same region as the lifters.. I'd highly rec you see if the timing chain tensionor is slapping under hard accel or load..

a loose rod bearing can sound like a lifter.

It was about 34 degrees this morning and the ticking/knocking was very prominent at just an idle. In regards to the noise on acceleration, even under a steady acceleration (not hard) you can hear the 'tap, tap, tap'. I am not sure how the shop primed the lifters but I hope that they would know how to do that. (although they actually pounded my oil pan flange flat in an attempt to fix oil leak so maybe not) Right now I have about 200-300 miles on this new set of lifters.
As far as the chain tensioner, is that something that is spring loaded or manually adjusted? What needs to come apart to check that? My gut feeling is that it is something else other than the lifters, but I do not think this shop is real strong in diagnosing problems.
