radiator fan goes on together with ignition in cold weather

No matter what the fan will always spin. Even a disengaged fan will spin. If your fan spins freely for more than 1/4 of a turn when the motor is off, you have a bad fan clutch. If it doesn't spin at all of if the blade wobbles front to back you have a bad fan clutch, or a water pump.

Maybe it's the whole centrifugal force thing.

In some instances there is a small electric fan generally used for transmission cooling or emergency engine cooling. It is a smaller radiator, but a radiator nonetheless, which is why I keep wanting that clarified.
