Overhead Brake light problem.

Overhead Brake light problem.
Idk if I am posting this in the correct place but I have a problem with my 2004 Dodge Ram 1500 5.7.
I live in N.C. and I changed my plates over to N.C. since I live here now for the time being, I went to get a state inspection and I failed it because my 3rd over head brake light does not work and I tried everything to try and fix it that I could thing of. I tried:
-Changed the brake light switch.
-Changed the lights.
-Checked fuze and even (got new ones and put them in just in case).
-Wiring is good I had someone check that out today.
I was able to send power to the 3rd brake light and it worked and everything that I can think of is good. Does anyone have advice or had this problem before?

get a multimeter and check for voltage when pressing the brake at the 3rd brake light.
if you don't have voltage then you have a wiring problem.
Next thing to check is the ground circuit (the black wire from the 3rd brake light)
Did you put a new regular bulb in or did you put an LED in?
If you used an LED then pull it out and swap it around (180 degrees), because some LEDs are polarity sensitive.
