Welcome to DF.

Tuner (programmer) would be the best bang for the buck, if they make one for the 3.7 Ram. You'd have to research to see if there are any.

Then exhaust, then maybe a CAI. Tuner would run you a few hundred, exhaust would be variable depending on exactly what you want done, and CAI would run a few hundred. Cheap and performance don't go hand in hand ever, especially with an underpowered truck (no offense intended).

The Hypertech doesn't apply to 03's according to their website, but there is abetter than even chance Hemifever can custom tune yours. Just need to send in your PCM p/n to see if its compatible with SCT. Sean has done quite a few 3.7's in and out of Rams (like my wife's Liberty). Higher numerical (lower) gears would definitely help in the get it moving department, as would an aftermarket torque converter. Beyond these you're looking at head work, custom ground cams and bored TB.

Well, you should have done your homework first. Putting that old V6 into a full-size pickup cannot have been a good idea. Just as the Hemi actually provides equal mileage as the 4.7, it also willl equal or better the V6. Nothing you can do will make much improvement. It's under-powered, period.

Go with a Spectre drop-in filter, and a tuner.
Don't bother with exhaust as it's just sound.

Then save up to get a Hemi.
