Do you have any friends or acquaintances with an 04 or similar model? There are no fuses for the headlamps but are controlled by the FCM which are notorious for going bad.
It's that little silver box attached to the PDC Fusebox held by four screws. Swap it out with another and see if that is the problem.

As I already said-do you have power on the connector for low beam?
This you should know before you know what the next steps are. If you have no power, you very likely need a new tipm. Changing components does not really work, because you ain't get them new and if, you have to replace the circuit board. I had it apart and found on some things it's worth the risk, and on others it ain't. The tipm is one of the others.
