See if you ever get power back to the fuel pump. Should only see it for about 3 seconds at initial key on, or, while the engine is actually cranking.

Replace the pump already!! Geez! There is only the slimmest of chances it being the TIPM, most issues with those are with lighting, headlights,signals, etc. Every time there is a post like yours, with exact same symptoms, it is always the pump!!

Most people don't want to throw parts at it unless they 100% know it is the pump.

Let’s see if the poster lets us know what it turns out to be. Most don’t, but if he does, I’ll bet it’s the fuel pump. My guess is once it’s fixed, we’ll never hear the outcome.
