Yeah, that's 'drive by wire'. No throttle cable from pedal to throttle body.

right so what do you think could be causing this. I do have a exhaust manifold leak so unless the back pressure from there would cause that idk what would I’ve taken it to a bunch of shops and they have no clue what’s causing it.

I would be tempted to test the pedal position sensor, AND the TPS, make sure they work as they should. Analog meter is best for these. The digital fellers simply don't react fast enough.

it’s not the tps because it’s in the throttle body as one unit.

Pedal position then. If the PCM isn't getting the correct signal from it, all sorts of oddities ensue.
