Default Ac condenser fan not spinning

I've got a 2003 dodge ram 1500 4.7 with 89k miles on it and I've noticed my ac blows warm when I'm at a stop upon doing some research I learned that it's most likely my condenser fan needing to be replaced. It's not spinning and my fuses and relay are fine. So the question is, does that mean it's for sure the fan? Or could something else be causing it not to spin? I did check the connector with a voltage reader and there's power going to it. Money is kinda tight for me right now so I wanna be as sure as possible before I buy a new one. Any insight would be appreciated thanks!

You have checked power. Can you spin the fan by hand? Does it make noise? Is it dragging, rubbing? Maybe time for a fan motor.

I can spin the fan by hand and it spins freely with very little resistance. No notice that I can hear no dragging or rubbing. And there is definitely power going to it. New motor time you think?

common problem, you've already done the diagnostic----time for a new motor. Don't run the a/c unless your out on the freeway until the motor is replaced, as the lack of air going across the condenser coil causes extremely high head pressure for the compressor and can shorten its life

Motor should be fairly cheap. Alot of guys here like rock auto.

I know you said you check the connector for power but to completely rule out any problems down stream from the connector you could run power directly to the fan motor from the battery to verify its dead. Just a thought.

How exactly would I go about doing that? I've got some experience under the hood but not a whole lot

Theres quite a few youtube videos to walk you through it but basically you need 2 wires to run from your battery, one to the power on the fan motor plug and the other to the ground/negative. If its a good motor it will run when the power is applied.
