Can i use the PCM and TCM out of the 04 for my 03? and i also herd i will need a rad, fuse box, dash wiring harness, torque converter. is there anything else i should grab from the parts truck?. and has anyone else done this that can help me before i this underway.

As much of the electronics that you can, including the pedal. The 04 does not have separate PCM/TCM, it's all one unit.

So i gotta get the whole APPS sensor then, do i have to get the wires from under the dash as well? Have for do i gotta go, so far my only worry is converting from a throttle cable to fly-by wire cuz id rather do less work haha, be nice if i knew what i was doing to get everything for a fly-by tho!

Talk to hotwireauto, that's who I'm gonna go through for my conversion. They can probably make a harness for you and with some of the parts you need to grab it'll be plug and play.
