Trying to figure out your video. If im reading it right it seems like you may have a cylinder full of liquid...like antifreeze. I would pull out all the spark plugs and watch for wetness. Once all are out then turn the key to spin it over and see what happens...

Yea sorry about the confusion. I will have to try that tomorrow. I was told it could be a bad ground but I tried grounding it out on the block and frame and it didn’t not change a thing.

Another option is trying to turn the engine over by hand. Use a Johnson bar and socket on crank pulley. Turn in proper direction.
I pulled the plugs out just now and turned the engine by hand. I can get it to turn fairly easy. No water in engine and even with one plug out of each cylinder it still does the same thing minus the back spin it was kind of doing in the video
Hard to tell, especially with your Charger idling next to it lol, but it looks and sounds as if as soon as the starter begins to engage, it shuts down. Have you tried removing the starter and and turning the key to Start and see if the starter is operating normally?
