Should still be able to get the cover off. Spray some chemicals into the holes with the broken bolts, and let them soak for a while. The cover is likely going to be pretty stuck to the block, but, once you break it loose, pull it straight out, and do NOT break the bolts any further. Once the cover is out of the way, clean the broken bolts, hit them with chems, grab 'em with vice grips, and tap on the end of the bolt with a hammer, while wiggling the bolts back and forth. Liberal application of the chems won't hurt you. (PB blaster, or something similar, WD-40 won't help.) Once the bolts actually start to move, (can take a couple minutes of wiggling/tapping/chemicals) they should thread right out fairly easily.

You will have to replace that cover. (yeah, thank you very much captain obvious. )

Any other chemicals that I can use besides the blaster? Muriatic Acid??? The blaster helped a little bit but still stuck...

Biggest thing is, clean the base of the bolt so the chemicals can penetrate. Wire brush works pretty good. PB is about the best stuff I have used.
