Leaf springs wouldn't be the problem. If they were, replacing shocks would have solved it.

I’ve been reading and discovered that there are dampers mounted to the frame. 1 on the left and right frame rails below he front doors and 1 mounted above the tow hitch. They are weighted and rubber mounted. My guess is they are to dampen any minor vibrations originating from the chassis. I have no idea how to diagnose other than removin them and then driving. Anyone have thoughts on these things? Thanks!
