Default Electrical issue ( no start )

Working on a 2003 Dodge 1500 that has some kinda electrical issue. The truck has been worked on by 2 or 3 others pervious to me. The little red dot on the right side of the instrument panel is blinking and when you turn on the ignition switch on with the key the instrument panel does not come on. The radio makes a noise but does not come on either. Here are some weird things I've found. All the windows roll up and down with the ignition switch off. Also if you have the windshield wipers on and push in on the key with the switch off the windshield wiper come on. I'm leaning toward maybe a bad ignition switch but want to ask you guys first if anyone has seen this problem or if mabe there is a test I can perform on the ignition switch.

OK after further inspection the SENTRY KEY IMMOBILIZER MODULE has been removed by someone that was previously working on the truck. A little history that I have found out about the truck is about 18 months prior to the truck not starting the whole steering column and instrument cluster was changed due to a wreak. Everything worked perfect till one day it did not power up the instrument cluster and just had a red blinking light. The truck has been to a couple garages and a dodge dealer with no luck in fixing it. Not sure who took off the SENTRY KEY IMMOBILIZER MODULE or where it it now as its not in the truck. It has the black ignition key. I'm guessing I'll have to buy another key and have the SENTRY KEY IMMOBILIZER MODULE reprogrammed? Still then i don't know if that will fix the problem.

Got do digging around and looks like I have don't have 12v on fuse number 28. Thats the fuse for the instrument panel I think. Anyone have a diagram so I can check why i'm not getting 12v to number 28 fuse?

If the module was removed, it should have been bypassed.... did one of the bypasses fail?

With it being worked on by at least 3 people before me I'm not sure if they done a bypass or just removed the module cause they thought it was bad. Is there any way I can tell that its been bypassed or anything I can test?

Ok got the instrument cluster and everything working. Problem is now a soon as I turn the ignition switch on and try to start the truck the alarm goes off. Is this because I dont have a SENTRY KEY IMMOBILIZER MODULE? Not sure if they tried to bypass it and removed the module or thought the module may have been bad and just never got around to replacing it. Is there a way to bypass the alarm?

Bypassing the alarm is not really something we can help you with here. You could look at the wiring diagrams, and puzzle it out though.

Can you send me a link to the wiring diagrams. I seem to never can find it. Thanks for your help. I hope to have a truck soon.
