RTV Sealant on bolts

02 4.7 HO in WJ Grand cherokee. Replacing water pump & it has an o-ring on it. Found some of the bolts had RTV on them. Is this necessary or did someone maybe do this to cobble a leak. Replaced pump due to leaking. Any help would be greatly appreciated.
