I put a new actuator in and new tipm and I still don’t have four wheel drive I can hear the back make noise but the front I hear nothing

say I have a 08 and I took it to dodge to see what’s going on so they told me that my tipm was bad and actuator was bad and the L/f wheel speed sensor was shot well I let them replace the tipm and they said the reprogram it cause if they didn’t the truck would of never start. So the I bought a new wheel speed sensor and actuator I put all that in myself well my 4x4 is still flashing I can hear the back making noise but nothing from the front for noise put test light on wires and out of the four one light up but then put meter on and all four had power I am lost don’t know what to do
