Exclamation steering issues

Alright so let me tell you guys whats going on hopefully you guys can help me out. ive replaced the power steering pump 4 times in the course of 6 years of owning the truck. i was at a drive through at wendys when i went to turn out of the drive through lane my truck started making a low squealing sound not like the occasional sound when youre low on power steering fluid this was new to me. so next day i changed the power steering pump thank god for lifetime warranties. The issue still persisted even after the power steering change. so today i changed the rack and pinion still does the noise super hard to steer from a stop even at highway speeds. When you lift the front end of the truck there is no problem turning the wheel and makes no noise till you turn it all the way left or right. At this point im thinking my pulley is broken because it does smoke up a little while its running. when i say broken meaning it shows that its spinning but it might not actually be doing anything internally if you get what i mean.

I would remove belt and check all components with a pulley as there could be another components pulley dragging down the belt , even the belt tensioner could be bad

Tensioner ain't too expensive to change. If you're going to replace the belt or something in that area then you'd might as well change the tensioner too.
