I have a 2002 dodge ram 1500 with a 5.9 v8 just replaced the starter on it, whenever i drive somewhere and it only sits for like 30 minutes or so it wont start and just whines and whines and whines, until it sits for a while and then just starts right up, any ideas?

When it whines, does it make a pouty face? Seriously, when you say it whines, do you mean the engine cranks over but doesn't start? I'm thinking you have a sensor that is failing from heat soak. When the engine is hot, it will heat the underhood parts up and if there's a hairline crack in one, the crack will expand and open the circuit. Probably a cam or crank position sensor. I worked on a 3.9 that the cam sensor was on the back near the flywheel, I think. It's been a few years.

Update. I have replaced the starter, battery, crankshaft position sensor, and pickup coil, still cranks but wont start, the only thing i can think is maybe the fuel pump, i hear what i think is the fuel pump when i flip the switch and when i check the rail it shoots gas out but not nearly enough pressure it doesnt seem( im getting a tester tommorrow),i was told it could be an antitheft thing but that didnt seem likely because it has been a problem with starting sometimes and not starting others, bought a code reader but the plug in the truck doesn’t work rip..

Check the coolant temp sensor. Does it help to open the throttle when it won't start?

Stomp it to the floor, and try. (hold it there while cranking.)

If your code reader isn't working, check your fuses. I got a truck once with the fuse removed so I wouldn't see all the codes.

i tried stomping it to the floor and cranking it, tried pumping the pedal and cranking it, nothing, when it was running if you really got down on it, it sounded almost like a plastic bag flapping in the wind and some points then itd get back to its deep rumbling sound, idk if that helps

Shoot some starting fluid into the intake manifold. If it starts and dies, you have a fuel problem. If it still doesn't start, you have an electrical problem.
