Pump up the brakes with engine off. Do you eventually get a firm pedal?

Best way to free stuck bleeder screws, and I deal with this on a weekly basis at my shop....no penetrating oil needed...as I’ve never had it actually work on anything....anything seized you want heat

get a torch, or buy a nozzle and a little camp propane tank (small ones obviously) heat it up, doesn’t have to be cherry red...heat then tap on screw lightly with hammer, heat, tap with hammer..do this a couple times and check if it broke free, if not then keep heating and tapping, it WILL come out...I’ve always extracted every one with this method....used this method on broken manifold studs, intake studs (I have a real torch for those and anything broken flush I weld a nut to it but that’s not in your case) but the method is the same. It has always worked and I’ve never had to drill and tap any broken bolts

I suspect there is still air in the system somewhere, or, you have a fluid leak somewhere. (and not necessarily where you can see it..... )
