Default Clutch fan

I have a 03 Ram 1500 5.7 4WD and it has been setting I was trying to figure out why it won’t start it turns over and has fire/fuel. The clutch fan doesn’t move and seems to be locked up could this be the problem

It should still start. Is the water pump turning? clutch will need to be replaced after you get it running tho.

I got it running but the water pump is semi locked up (will not hardly turn) so I think that’s the problem

You should replace it asap then. You don't want to risk hurting your engine.
