Default Fuel Filter came apart

1st time this has ever happened since i've had my truck (2003). The fuel filter top and bottom have come apart and the bottom "end cap" is stuck in the bottom of the filter cannister. Has anyone ever had this happen? What's easiest way to remove the stuck "end cap" without messing up anything?

I take it this is a diesel? What year?

Can you fish something down there, and hook it out?
