Is the security lite in the dash on when trying to start it?

is there any way to try to verify anything before going and having a new key created? Also when the ignition is turned to on, should the key be able to pull out?

If they key is not in the "Lock" position, it shouldn't pull out. Don't know if that would be a contributing factor though. As for testing it? If you have a high-end scanner, it *might* tell you if the key is valid or not. I don't have much experience with the newer stuff. (I drive a second gen.... a LOT changed between the two generations.)

So with the relay jumped light turns on then off and stays off. But when relay is not jumped it turns on then off then back on and stays on

I would be looking real hard at the key..... But, I just don't know enough about these to troubleshoot any further. (no service manual for 'em either.)
