Default P0138

Hello, I have 2005 Dodge ram 1500 4x4 5.7 hemi with 153,000 miles, I just replaced all coils, spark plugs and O2 sensors. Truck runs smooth good power. I went to get my CA smog check and the said I have a P0138 error code bank 1 sensor 2. I have moved the sensors around checked harness power with no change, I have done a temperature check on the Catalytic converter and it is good.
I have driven about 75 miles and still have the P0138 error.
Any help would be great.
Regards

Did you get a check engine light? Did you clear the P0138 and it came back?
I'd rec getting a live data scanner. Clear the code. Do a live data read on the O2 sensors. The oscilloscope reading should show the downstream sensor with a small sine wave and upstream essentially flatline.
If you get the P0138 again after clearing the code, drive around and let the upstream sensor heat up. Clear the code and check again.
