Default shocks & struts

I have a 08 ram 2500 4x4 w/6.7L engine, I am trying to change out the front shocks and two of the bolts that hold the tower/tree on have come loose on the bottom and I can't get the nuts to come off. Need some advice on how to get the bottom part of the bolt to quit spinning.

Can you put a wrench on it? (I have no idea what it looks like there....)

No, you can't really get a wrench in there, you have the coil/spring around the shock that makes it a tight fit to get anything like a wrench in there. The only thing I can think of is trying to do a tac-weld on it but I'm not sure what that might do to the integrity of the bolt and housing.

Think I need a pic to better understand what's going on.

This is the top where the nut is on the bold. (picture is not of my truck)

The bottom of the bolt is up under here where the spring is seated in the housing.
