Arrow Key fob won't program

I'm trying to program a new key fob on my 2004 Dodge Ram 1500 SE. A dealership cannot get the OEM fob to program, neither can a locksmith (tried two). The dealer told me they could fix the issue at a cost of $180.00/hr with no limit to there hourly charge. The dealer said to sign a blank check and they would fill in the amount due them once the issue was resolved. The OBID recepter has power and codes can be read from it. I have an existing fob that works. I have an aftermarket radio in the car. The dealership mechanic said that this aftermarket radio could be interferring with the RF signal, thus causing the fob not to program. Has anyone else had the fob programming issue, additionally, anyone have any thoughts out there as to the aftermarket radio RF interference? Thanks.

You may need a new speedometer...
I kid you not, the instrument cluster may be the issue, seen it before.

Please, please return and tell us, teach us what you find and how you get er fixed.

Nothing to add here, but it sure is easy to miss the days when you could just cut a key to fit and tie it to the frame for a spare.
