If you swapped the PCM and are still having the same problem from before I'd say that's not the issue. If the problem has changed or is different after swapping the PCM then maybe that's an issue. I'm no expert just trying to help. And just keep in mind these Dodge Dakotas can have random PCM issues. I just found this out myself and that's the reason I decided to let you know. If I can help in the slightest that's great. Good luck man. Oh and my truck is a 2004 Dodge Dakota 4.7 4x4
I'm going to perform a pcm reset but doubt that's the fix because I've done it before I even had TCM relearn done by Dodge dealer maybe a gas peddle relearn if that's possible for the 03?
Since you're throwing money at it anyway, maybe you should have a dealer diagnose it at this point. They'll have the tools and expertise that you don't. May end up being cheaper and less frustrating.

I never made it to the dealer. The truck wouldn't start. It gave me a code p0700 for the TCM. I have the transmission redone but they didn't change the solenoid in the transmission. I'm super upset right now because the truck won't move and that code indicates most likely there's an issue with transmission solenoid unless somebody knows otherwise but the truck will start and shut right off. It's not the PCM cuz I swapped that out. It's not the ignition module, so if anybody has a better idea of what p0700 directs to cuz it's a generalized code that deals with the electrical and the transmission. Please enlighten me
It's an exercise, simply due to the location, but, I'd consider pulling the crank position sensor, and having a look at it..... If it isn't a mopar sensor, or if it is damaged in any way, time for a new one.
