RE: windshield wipers at 75 ish MPH
You've got air rushing through the blade arms causing a flutter. If you can find a set of replacement blade arms that have a "wing" on them, that will keep them pat to the glass. Otherwise, if you don't have a bug deflector, putting one on may reduce the problem.

Sometimes also if you have a visor and a bug deflector, the combination of these parts will create a vacuum effect causing you wipers to pull when not engaged by their motor. i used to have this issue but resloved it with heavier aftermarket spring retainers on the arms themselves.

Anyone know of a national retail or ecommerce site that sells snap on air foil for wipers that flutter ? I don't want the built in ones that need to be replaced with the wiper arm assembly. Just kind that snap on the existing arm.
Any sites or retailers? Also what is the actual name of the device?
Thanks for any info

Yes I think the bug deflector is causing the fluttering of the wipers at high speed.
So the question then becomes, I want to keep the deflector but get rid of the fluttering. Stopped at Advanced Auto parts and they had no idea's or air foils for the arm.
Any idea's? Winter blades? Someway of tightening the spring in the arm?
Thanks for any idea's
