Can it be re-enabled by repeating the process???

I dont know i havent tried that, but why would you want to re-enable it??

according to the manual, yes. Just use the same sequence to enable it.

My kids may want to drive it when they get old enough and I want them buckled up.

That little book in the glove box has all sorts of interesting and useful information in it.
