Top Speed ??
I am betting on Superchips to be first with Diablo not far behind. I'm going to hold out for Diablo though. They have come a long way, and seem to be the most serious about serious tuning right now (if that makes any sense). SCT rocked on the 2nd Gen, but I don't know whether those guys made too much money, or lost interest or what. They seem to have given up on Mopar for the moment anyway.
what do you guys think is going to give you more power and better performance a custom tune or an aftermarket chip or programmer

You can potentially get more HP out of a custom tune because they are not as concerned with staying within engineering limits of the designs of the transmission an engine. Also a lot of them may be willing to retune the computer to remove the environmental stuff.
The aftermarket guys on the other hand have tons of experience and plenty of capitol for appropriate testing. While they are not as willing to circumvent the law they have lots of money invested in their software to make sure it provide max power without greatly decreasing the lifespan of the drivetrain.
So it all comes down to raw power vs. quality. You can get it custom tuned with little guarantees (although some small shops will guarantee their work, and do excellent work), or aftermarket tuned and have a measureable degreee of confidence it ain't gunna destroy your drivetrain.
