In the 1500, the only models I see are ST, SLT, TRX, Sport, and Laramie. In the HD I only see ST, SLT, Laramie, and Power Wagon.

Where do you see an R/T being offered?

I went to the dodge.com website, if you go to build a regular cab, you will see following options: ST, SLT, TRX, and SPORT R/T. The SPORT R/T is only available is you choose Regular cab 6.4' and 2wd.

If you go to build my own select ram 1500 it shows you the models and it says sport r/t, the thing is that you cant do anything from the website it sends you to get a quote from the nearest dealer and i tried that they say they cant even order it, i am desperate i actually offer to pay cash and they just wont help me

Are you looking for a 2 wheel drive regular cab? If you want a 4x4, crew or quad you CAN NOT get it in an R/T. Maybe that is where the confusion is? The R/T only comes in regular cab, 2 wheel drive.

go buy a sport or whatever and make it your own, even faster with aftermarket parts, nothing special about an R/T IMO they're very nice if thats your thing. what you do with your truck on your own is what makes it special in my book. although i understand the desire to buy and have one. good luck.
