Round 1 - ask them to pay for their mistake, put poker face on
Round 2 - ask them to split the difference
Round 3 - pay it and move on

Not sure what it's like in the state you purchased in, but here as part of the loan/title documents there is always a sheet that you sign stating that you will take care of it if there is a paperwork mistake.
In any event it's you who owes the state the tax. The dealer collects it an pays on your behalf to the state, but there is a specific line item on your contract for tax collected to be paid to any state agencies.

One day I'm going to sit there and read every word of the various documents out loud and make the finance guy listen until he gives me a free warranty to end his pain and suffering.
Didn't you order the truck with quad lights? That would be a totally seperate issue to me. I would tell them to supply the lights and throw in say a camera and/or side steps for your pain and suffering.
