Freaking dealers
Not sure what it's like in the state you purchased in, but here as part of the loan/title documents there is always a sheet that you sign stating that you will take care of it if there is a paperwork mistake.

Dodge advertises Big Horn packages as including the quad headlamp upgrade. Since my truck is a big horn I should have them right and the vast majority do. On Dodge.com it even noted my truck as having quad headlamps.
Out number 1, there is a disclaimer regarding accuracy of the information on Dodge.com. Out number 2, the factory says if its not on the build sheet your out of luck. I had my local dealer print out the build sheet last week and quad headlamps are not on it.
I think its deceptive to charge $2,400 for the Bighorn package which is supposed to include the quad headlamp upgrade and then stick people with the lesser dual headlamps. That's like paying for a power drivers seat but Dodge leaves out the power lumbar support because they feel like it. How many people will have a dealer print out the factory build list then go over every item to make sure Dodge didn't screw them out of an option?
I'd write off the above except that I asked the dealer to swap in the quad headlamps and they told me it wasn't possible, that the wiring harness would have to be changed. I found out later this was not true, they are a straight drop in no mods required. So its stuck in my craw a bit.
How do you know that it's for taxes, because I highly doubt that they were looking out for you. I'll bet that they said it is for taxes that way you would pay the 700.00. I'll take my chances and would just pay later.
Be pretty easy to tell. Take TAX line from contract and compare that with what the state says he owes for a purchase of X dollars. Since he already said that he thought they miscalculated the tax, it seems pretty clear that is what the $700 is.
I would'nt pay it, when they call you back I would say, look I paid for quad headlights with the Big Horn Package, did'nt receive them and told by Dodge to pretty much stick it, I would tell them the same thing. Look at the contract, when I bought my Ram in Oklahoma, the buyer is liable to pay the tax($905)I had no choice, you can't title the truck until you pay the tax.Just my 2 cents, good luck man..............Kevin.
Update: They just called and won't pay a dime of the tax. I made the guy feel really guilty about their mistake though and sent him off to find out if they will gift me 2 quad headlamps if I pay the tax bill. If they say no my final offer will be to pay the full tax and gift them a complaint to the BBB.
I would tell them you will be calling chrysler corporate, the BBB, leaving negative reviews online, and boycotting their dealership forever if they aren't willing to do anything for you. This has worked quite well in the past. Good luck and keep us posted...

I'd suggest contacting your State revenue agency or taxation dept, specifically the branch dealing with sales tax. Get them to recompute the tax on your deal, at least then you'll know if they're being up-front and honest. Similar situation happened to me when I bought my Gen 3 truck, the salesman calculated the deal and when I came to the finance dept, they had re-done it as Florida charges sales tax on the rebates.
