Yes, drilling is required. They do use some of the existing screws, but if I remember correctly there is one hole to drill on the fronts and two for the rears. Fronts can be done w/o removing the wheels, but unless you have a right-angle drill you may need to remove the rear wheels.
You do need to drill one hole in each rear, an angle drill is needed if you dont want to remove the wheels.
I just put mine on Yesterday and did not have to drill the rear. They used the factory holes. They are on tight and are not going anywhere. I did not have to take off any wheels. Below is a link on what they look like and instructions.
You are supposed to drill both the front and back for the Mopar flaps. I didn't think the back was necessary, so I didn't do it. I had to drill the front because it wouldn't sit flush without it.
Just be sure to use some clear body tape behind any molded flaps that go along the side of the fender or you will get paint rub through which will lead to rust. The Mopars and Husky do, not sure about the Weathertechs. It is cheap insurance.
I drilled both the front and back Dodge heavy duty flaps. I then painted and sealed all holes with silicone. Then put in my screws. I suppose you could get away without the extra screws, but with a flap full of mud or ice, I wanted them as secure as possible.
