I came across the same problems with my install of the hitch. I used a cutoff wheel to the carraige bolt shims, which was no big deal. And I also drilled the 1/2 hole for the bolt. which is too small for the bolt and fish wire to thread through. Whoever does this in the future Follow this advice carefully:
Drill your 1/2 hole and then use a 11/16 bit to make the hole bigger. and you wont have any problems.
