Weak Ac problem, condenser fan not spinning

Ok sounds good. Checked for dtc and I didn’t have any faults. Is the electric fan supposed to kick on as soon as I start the truck with ac on?
sometimes ac blows warm till I turn ac off then back on again. It like it doesn’t like being started with ac left on.

without the fan operating and no air flow the high side pressure will go high enough for the high side pressure cut out to shut off the compressor...the system restarts when the pressure drops.
with no fan...the sysem works ok when at highway speeds but blow warm air when your not moving.
