I actually just used regular car wax (TurtleWax, I used the stuff out of the small can, didn't have the liquid stuff, but I would guess that works fine too), and like an applicator (paper towels in my case) until it was clean and the paper towels were clean after applying it. Just rub it in good.
Worked well, and the headlights stay clean for a few months. Maybe the kit keeps it clear for longer.

My grand cherokee headlights were really badly scratched and yellowed, I tried a few things, but what ended up working was starting with 120 grit sandpaper, then 400, then 800, then 1000, then 1500, then used polishing compund... it takes a LOT of elbow grease, but the result was worthwhile....

There is no way car wax will make foggy lenses clear, you need to have some form of an abrassive, be it wet sand, polishing compound, etc...
My fear is that Dodge uses a heterogenous plastic on the healights, and once this is gone, you're skrewed.
