I am having a tough time locating an coolant leak, it appears to be somewhere around the water pump but can not say definitely, sometimes it leaks, sometimes it doesn't. I was wondering if the water pump on this vehicle has a weep hole and maybe it is leaking from there. If so, What would cause coolant to leak from the weep hole and what is the remedy?

That problem could be the water pump. Raise the van and remove the rubber plug that on the water pump. Dodge had put a plug on their water pumpsaround 1996. The plug was stop any seepage from hitting the ground.
