2003 GC - van electrically dead when key is "off"

2003 GC - van electrically dead when key is "off"
I have an interesting problem with my van.
When the key is in the "off" position my van is almostcompletely lifeless. Nointerior lights, no headlights, no gauge cluster mileage readout, no power sliding doors, no door locks, no keyless entry, nothing. The only thing that still works is the brake lights and hazards.
If I turn the hazards on, everything springs to life and the problem disappears until I turn off the hazards and it once again goes dead.
When I turn the key to the "run" position everything comes to life and works perfectly. Turn the key "off" and everything goes dead again unless I turn the hazards on or turn the key back to "run".
I have ruled out fuses and relays. I played "musical relays" under the hood,swapping them all around and it changed nothing. I've checked all the fuses and found nothing.
Help?

Need to ck any stored codes 1st then go from there. You could have a problem in the PDC or FCM. ( Front control module ) same as body controller.

I just got back in from scanning it for codes and there were not any I could find with my OBDII AutoXray scanner. It said the scan was successful, and everything looked good when I scrolled through it. No stored or current codes.
This is driving me nuts though because for most of the day today the problem disappeared completely. The van worked normally. But now it is acrewed up again. It can't make up its mind if it is broken or not!!
